As part of the American Recovery and Reinvestment Act in 2009, $32b of the total $787 billion budget was set aside for improving the healthcare system in the United States. As such, $17b of that portion was to go toward paying out on incentives only.
These incentives including the e-prescribing incentive, meaningful use, PQRS, quality measures reporting, were all designed to improve the way healthcare providers gather data, share data and ultimately provide the best quality of care to their patients.
The Federal Incentive Programs were designed to compensate participants for at least part of the expense imposed upon them to adapt to electronic healthcare. The programs paid out partial reimbursement rather than bonuses. Participation is voluntary but non-participation will result in nonpayment and even disincentives or penalties.
